Neighborhoods and Communities
— Desert View Village
The village is distinguished by its lush Sonoran Desert and includes the major features of Cave Creek Wash, Union Hills and the unnamed mountain range. The village spans the range of urban to rural land uses with a core that is home to major employers. Cave Buttes Recreational Area and Reach 11 are manmade areas of permanent open space. They have an extensive system of trails, both in washes and along roadways, that provide a villagewide recreational circulation system. The village boundaries are Carefree Highway to the north, the Central Arizona Project canal to the south, the eastern city limits near Scottsdale Road to the east, to the Union Hills and unnamed mountains on the west (generally along the Seventh Avenue alignment).

— Encanto Village
The heart of Encanto Village is the Park Central Shopping Center and surrounding mid-density area. The core also contains a portion of the Central Avenue Corridor where commercial, high-rise office and residential development coexist. An Art Walk links the Heard Museum, Phoenix Arts Museum and Phoenix Theater, Central Library and Cancer Survivors Park. The village boundaries are Grand Canal to Black Canyon Highway to McDowell Road.

— Estrella Village
Estrella Village has had the greatest population growth since the 2000 census, based on home sales. This village closely meets the goal of the general plan to provide housing, jobs, commercial development, recreation, transportation and other urban amenities. Industrial growth continues in a hub of warehouses and trucking that serves as a node for regional distribution throughout the valley. In the southwest part of the village, the transition from agricultural uses to residential and commercial has benefited from the perspective of the Estrella Village Planning Committee, resulting in trail circulation, beautiful streetscapes and attractive architectural detailing on commercial development. Amenities coming to the village in the next 10 years include the Southwest Services Complex and regional park, commercial core and shopping opportunities in the Lower Buckeye Road corridor as well as improved traffic circulation. The village boundaries encompass approximately 41 square miles bounded by Interstate 10 on the north, the Black Canyon (I-17) Freeway and 19th Avenue on the east, the Salt River on the south and 75th, 83rd and 107th Avenues on the west.

— Laveen Village
Located in the southwest valley, Laveen Village is a place unique in both natural beauty and agricultural heritage. Nestled between South Mountain and the Salt River, the area long has been valued by farmers, equestrians and those looking for solitude and mountain access. As development pressures increase throughout the valley and city leaders continue to focus on the infill of properties near central Phoenix, the area’s proximity to downtown and access to the future South Mountain Loop bring these pressures to bear on Laveen. The area contains approximately 28 square miles of largely undeveloped and agricultural property within a 10- or 20-minute commute of the Interstate 10 corridor and downtown. The village boundaries are the Salt River on the north, 27th Avenue on the east, Gila River Community on the west and South Mountain Park on the south.

— Maryvale Village
Maryvale Village contains many planned neighborhoods built from the beginning of the postwar housing boom onward. Today, the village retains a variety of housing and neighborhoods ranging from older homes to a recent growth with new single-family subdivisions. The core contains a variety of land uses and activities, and a major league baseball spring-training stadium is located at 51st Avenue and Indian School Road. The village boundaries are Grand Avenue/Black Canyon Freeway to 83rd Avenue to McDowell Road to Indian School Road to El Mirage Road, to Bethany Home Road, to 99th Avenue, to Camelback Road.

— North Gateway Village
The North Gateway Village strives to offer a high-quality regional employment center and diverse residential communities, which both integrate with and preserve the natural desert environment. This area is composed of master-planned communities and natural amenities, such as the Skunk Creek Wash and Bronco Butte. The North Black Canyon Corridor and the North Gateway Village Core are two prominent areas within the village.

The North Black Canyon Corridor (NBCC), one of the city’s premier growth areas, stretches from Happy Valley Road to Cloud Road along the east side of Interstate 17. The NBCC Plan is a policy document designed to integrate development with a system of desert preserves, urban open spaces and parks in a new urban form while promoting a sense of community, achieving a sustainable transportation system and producing high-quality development.

The North Gateway Village Core (the Core) encompasses approximately 500 acres along the east side of Interstate 17. The North Gateway Village Core Plan was designed to create a high-density urban environment that will reduce automobile trips, support transit and promote the Skunk Creek Wash as a major natural amenity that allows for a trail opportunity. The Core provides a strong sense of place for development along a pedestrian spine connecting Skunk Creek Wash to Bronco Butte that will enhance the integrity of the mixed-use development as a true urban experience. The North Gateway Village Core Plan provides guidance on future development in the Core by incorporating the following elements: mixed-use land development, accessibility and pedestrian connectivity, economic and employment opportunities and environmental sensitivity.
